USA Homeless are citizens who are in poverty at levels of income below cost of housing options within USA. (That is their personal income and/or income from Welfare is below that required to pay rent for personal shelter of choice.) Existing shelter options for USA Homeless and impoverished are very limited and the result is "third world-like" poverty and life-style for millions of USA citizens.

Both income, shelter and motivational opportunities are needed to improve the quality of life for one third of USA citizens on Welfare in USA 2017.

The goals of “Ending Homelessness For USA Citizens” are:

  1. Raise awareness that one third of USA 2017 citizens are receiving Welfare

  2. Encourage development of and create opportunities for improving the quality of life for USA citizens within USA by creating bridging programs which will more quickly create and open up paths to end USA Homelessness.

  3. Develop Work to Own Programs for USA Homeless where homeless would participate in a flexible work program cleaning urban inner cities while they are receiving Welfare benefits and at the same time earn a mortgage for a micro-home (held in a Government Grant Fund) until they complete the program. They would have the opportunity to continue in the program after paying off their mortgage (and clearing any prior “bankruptcy” issues, then either return to full employment with payment of Personal Income Taxes, or begin to earn a retirement account (also held in a Government Grant Fund) until completed.

  4. Network development of “micro-homes” (and other housing) for “Work to Own” programs within every major USA metropolis.

  5. In addition, the purpose of EHFUSAC is to request Congress establish USA target goals (percentages) which would describe and limit tolerable percentages of homeless and impoverished citizens tolerated by USA government and taxpaying citizens. (For example: reduce the percentage of USA citizens receiving Welfare (both homelessness and those in poverty but housed) from one third (33%) to ten percent (10%) by 2020.) United States of America is a country professing to be a system of free enterprise, however post WWII and FDR’s “New Deal” USA citizens began a program of generational Welfare dependency, similar to that of a Socialist or Communist Society.
